For promises (with will):

FORMS - Affirmative  
Will base form He will call tomorrow.
Am/is/are going to base form He's going to call tomorrow.
   
FORMS - Negative  
Will not base form He will not call today.
Won't base form He won't call tonight.
Am/is/are not going to base form He is not going to call on Tuesday.
