For actions in progress in the past:

Matthew was skiing when he broke his ankle.


FORMS - Affirmative  
Was/were progressive form I was talking to Jason.
  They were playing the guitar last night.
   
FORMS - Negative  
Was/were not progressive form I wasn't talking to Karl.
  They were not playing the guitar last night.
